Natural Resource Damages Calculator

To assist you with estimating potential NRD liabilities, we have developed the calculator below according to the method released by the New Jersey Department of Environmental Protection (NJDEP) in May 2003 for estimating natural resource damage costs. The ground water injury calculation developed by the NJDEP is intended to establish the relative magnitude of the restoration necessary to compensate for ground water injury. The NJDEP considers ground water to be injured when contaminants are above NJ Ground Water Quality Standards (GWQS). Once this value is calculated, the NJDEP enters into settlement discussions with the responsible party to identify an appropriate restoration project.

Input descriptions:

  • Planning area - This may be selected either by clicking on the appropriate planning area in the map or using the drop down list. The Planning Area and Projected Status is determined from the New Jersey Statewide Water Supply Plan 1996. Choosing the planning area will apply the appropriate annual ground water recharge rate (New Jersey Statewide Water Supply Plan 1996) and water rate (NJ Board of Public Utilities Data).
  • Areal extent - The areal extent of ground water impacted above GWQS may be entered in either square feet (the default) or acres, by changing the units selection. This information is case specific and includes the areal extent of a contaminant plume determined in a remedial investigation pursuant to the Technical Requirements for Site Remediation N.J.A.C. 7:26E. The size of the impacted area to be entered includes both on-site and off-site contamination.
  • Duration - The duration should be entered in whole years and is the time from when the remedial decision is made until the NJ Ground Water Quality Standards have been met or a 30-year maximum, whichever comes first.
